8 To be accredited by the competent veterinary and quarantine authorities of the importing country If necerssary
9 An official letter stating that there are no objections to concluding a policy agreement with the Ministry in order to maintain a stable food supply to the population  

 

Process Steps

Step1

The working group shall place the tender announcement on the website of the Ministry of food, agrilculture and light industry, which shall include the export and import quantities for each type of raw materials and products within the types and quantities specified.

Step2

The Applicant wishing to participate in the tender shall submits a written request to the Ministry of food, agrilculture and light industry along with all required documents

Step3

 The working group shall conduct the tender within five working days after the deadline.The period may be extended by 14 days.

The working group shall open the materials submitted by the participants in the presence of the bidders at the location and place in the electronic announcement one hour after the deadline for receiving the materials

Step4

The working group shall study the quantity of the legal entity requesting permission and other relevant materials and determine the quantity to be granted to the legal entity.

The working group may request explanations and additional documents from the bidder on issues related to the materials submitted by the legal entity

Step5

Working group may present the results of the tender to the State Secretary of the Ministry of food, agrilculture and light industry. 

Step6

Ministry shall notify the successful legal entity of the permission to import or export strategic food items and quantities. 

A legal entity that did not pass the tender shall be provided with a response stating the reasons for not being selected.

Step7 If unsatisfied with the decision, a complaint may be submitted electronically to the Ministry of food, agrilculture and light industry within one working day after the notification is recieved.
Step8 The Authority shall review the complaint submitted by the legal entity within three working days and send the answer in writing or by e-mail.
Step9 If no complaint is submitted or decision is made after reviewing complaints,  State Secretary of the Ministry of food, agrilculture and light industry shall make a decision to issue a Import/Export permit to the selected legal entity within 5 working days.

 

NOTE

1. The Working Group to organize the tender shall be established by the Ministry of food, agrilculture and light industry and the Working Group shall adhere to the principles of transparency and fairness.

2. Within Six months after receiving the permit, the legal entity shall export and import the licensed strategic food. This period is valid for the year permit is issued.

3. Depending on the type and characteristics of the strategic food, the following strategic foods can be understood as follows:

  •       "Milk" means liquid and powdered milk;
  •       "Livestock meat" means heat-treated, freshly chilled or frozen meat of cattle, horses, camels, sheep and goats;
  •       "Flour" means wheat flour;
  •       "Drinking water" means water packaged for food purposes;
  •       "Grain seeds" means wheat seeds.
