The Customs and Specialized Inspection Agency shall carry out the following activities to supply the products specified in the list to the Mongolian market and to cross the state border:
- To allow the supply of products that meet the requirements specified in this regulation and do not violate the documents to the market or to cross the state border
- Not to allow products to cross the state border without a valid certificate of conformity issued by the competent certification body of the exporting country and a notification of the supplier
- Products other than those listed shall be supplied to the market or imported across the state border in accordance with relevant laws and regulations.
- Exemption from control and re-testing of products related to Article 1.7 of this regulation shall be exempted from supply to the market and crossing the state border.

NOTE:
- This regulation shall not apply to the importation of products specified in Article 4 of the Law on Quarantine Control and Inspection during the importation of animals, plants and their raw materials and products.
- In accordance with the Law on Accreditation of Standardization, Technical Regulation and Conformity Assessment, the state administrative body in charge of standardization and technical regulation shall have conformity marks and similar marks, certificates, and valid safety agreements recognized by Mongolia in agreements with international and regional organizations and trade partners. Conformity assessment shall not be repeated for the supply of products bearing the trademark to the market or crossing the state border.
- This procedure may be followed if the products other than those specified in the list are required to be supplied to the market with a guarantee of conformity, or if they are specified in laws, regulations, trade and other agreements, or required by the recipient.
- Terms related to assurance of conformity used in this regulation shall have the meaning specified in the Law on Standardization, Technical Regulation and Accreditation of Conformity Assessment, the International Standardization Organization (ISO) and the International Electrotechnical Commission (IEC) guidelines.
- Imported alcoholic beverages and tobacco products listed in the list must be subject to conformity assessment before they can be imported.
- Safety signs shall be issued in accordance with the “Form, size and procedure for use of safety signs” approved by the state administrative body in charge of standardization and technical regulation.
- Business entities, organizations, and individuals may voluntarily include products not included in the list in the conformity assessment and the certification body may issue a certificate of conformity.
- A supplier's statement issued in accordance with the “Procedure for issuing and registering supplier declarations” approved by the state administrative body in charge of standardization and technical regulation shall be valid as a certificate of conformity in accordance with Article 14.6 of the Law on Accreditation of Standardization, Technical Regulation, and Conformity Assessment.
- Conformity assessment shall be performed by a certified certification expert authorized by the state administrative body in charge of standardization and technical regulation.
- The state administrative body in charge of standardization and technical regulation shall approve the charter of the certification expert.
